Dear Port Director: The following is our decision regarding Protest 1001-99-101433, which concerns the classification of the “Tristar deluxe all purpose shears,” and a pair of “poultry shears,” under the Harmonized Tariff Schedule of the United States (HTSUS). These two articles were entered on February 9, 1998, and Customs liquidated the entry on December 18, 1998. Counsel for Lifetime Hoan Corporation (“the protestant”) timely filed the protest on March 18, 1999. FACTS:
