The tariff classification of an Easter decoration from China Dear Ms. Aldinger: In your letter dated September 21, 1998, you requested a tariff classification ruling. You submitted a sample identified as "Easter Waterball", Rite Aid item no. 990270. The itemis an Easter decoration made of polyresin. The decoration is composed of a 3.5" x 2" flat bottombase. On top of the base stands a 3" bunny and a 1" hollow tree trunk. A glass globe measuring1.75" in diameter sets on top of the trunk. The globe is filled with water and sprinkled with tinybright colored particles. Inside the globe is a yellow chick standing on a stack of Easter coloredeggs. The figurine and the globe/trunk are permanently affixed to the base. When thedecoration is turned upside down the particles in the globe emerge from the bottom to create ashiny display of colors.
